1. Focus on few selected commodities and industries that offers the greatest economic prospects and potential.
   
2.  Adopting the whole-chain approach in developing the selected commodities and industries.
   
3.  Adopting the co-ordinative project approach in project planning, implementation, monitoring and evaluation.
   
4.
Pursue economies of scale through the adoption of Zoning/Target Area Concentration/ Clustering/Block Planting approaches that can generate critical mass.
   
5.  Focus on the critical and particular needs of specific target groups along the value chain to ensure their participation, competitiveness and economic viability of their activities.
   
6.  Promote and intensify synergistic relationships between private investors, entrepreneurs and smallholders.
   
7. Agriculture production shall be technology-driven with emphasis on effective and appropriate technologies.
   
8.  Emphasize the development of human resources and institutions in the agri-food and non agri-food sector.
   
9.  Ensure adequate regulation of the food production industry to ensure compliance with standards and criteria.
